You can create proposals without CLI wallet using steem-js on our testnet. There was just no UI in the wallet for it.

Got it. Just set up a proxy so can query proposals from your testnet. I also got in touch with Steemit dev team, hopefully will make it work this week, maybe even on both testnets, we'll see :)
If there's any chance, can you also add a few proposals to your testnet so that it comes from different accounts? Meanwhile, I'll test out steem-js
Decided to give it shot and try CLI as well. I added
p2p-seed-node = sps-blocktrades-testnet-seed.blocktrades.info:2001intoconfig.inifile and it didn't work. It throwsno method with name 'list_proposals'or whatever the command I try.I definitely missed something lol.
