The only attack against the ninja-mined freedom/pumkin who is the biggest account and beneficiary of HF21 is to coordinate Witness votes.
As you can see the "rest" has enough power to influence the Governance. Of course, we could not attack the sockpuppets @steemit.inc because they act off-chain but the community has enough people understanding the code. Unfortunately, coordination of majorities is near to impossible.
First of all, because people don't get the problem in the first place.
