Behind Steemit #11 - Any explanation for these accounts? (send by an user)

This report was send by an anonymous user about an information that he wants to share with the community hoping that it's name remains hidden.
These accounts received arouund 2.5 million of Steem by Steemit itself. This Steem is just sitting there except for the @created one, who is using it to upvote and gain a great amount of SP.
From 263 million of Steem, the 9.505% of Steem is being held by these accounts
Voting proof of 5 days ago. No posts on any of these accounts.

At some point of time we should aggregate these findings and ask steemit publicly.
I would hope Steemit would be interested in delegating or gifting SP to accounts who will do good with it. I expect they use some to reward developers, but there will be concerned that there's some sort of 'class' system here that the majority are excluded from. I hope to be proved wrong.
We hope that too, in the meantime the only thing we can do is keep on posting this info so we can get some level of awareness among the community. Thank you for passing by!
