I have had these as well, very annoying clogging up my wallet with their spammy messages. Personally I use @resteembot which requires a payment equivalent to your reputation ie I have to send 0.063 with my page link in the memo. To be honest I don't know if resteem services help you get seen more - but more resteems do help a post trend a little higher - amongst all the other factors that affect that.
Yep there definitely are some legit resteem bots, the likelihood of getting many more votes for doing it are negligible from what I've seen so far, it's like the Twitter feed idiocy where they resteem so many posts that yours is kicked down the page and out of sight in a matter of a few minutes so did it really help? I don't reckon so
