STEEMIT FAQ - Do posts get value from unique views?

I joined the site a few days ago and so far it looks awesome. I have been reading up on how the whole system works, and was wondering if someone could clear up a question for me. 

From my understanding the value to a post comes from users up-voting it, but those "whales" if they don't like your niche content, than pretty much you won't ever get any rewards. I know this is getting somewhat reduced in the next update and there should be more content creators getting paid.

But pretty much I am wondering if getting a lot of unique views to your steemit post have any intrinsic value? Since new users that would see the content from promoting it on 3rd party sites, can't up vote your content anyway. It shows not enough steam-power to upvote for new people that join. So even if I do promote on my Twitter and start blogging on here, the users join and can't upvote anyway.

Q1 : Is the monetary value assigned to a post purely votes from users with high steam power? Or is there a formula that includes posts, unique views ect. 

Q2. What do new accounts need to do before they can upvote on content?
Just asking this, because my friend made a new account and his post got $3.00 and still said he didn't have enough steampower. I deposited $20 via bitcoin , so I didn't have the issue. 

Like any users that would join for the first time, would be really frustrated with that issue. So I pretty much would like to know if there is any tips I could post on the bottom of my posts to help answer that question for new people. If the only solution is to deposit, than that is pretty unfortunate. 

Any help with these 2 questions is greatly appreciated :)

Was your friend not able to vote at all or did this happen after voting on other posts? If it´s the later then he/she was voting to fast. Your voting power drains after each vote and it takes some time to regenerate. You can check your voting power at https://steemstats.com/

Any new account can't seem to vote at all right of the start. At-least the ones that have been verified through facebook. I have 3 friends that have reported this, and I have had the same issue. Just some error pops up says you don't have enough steem power to vote.

Curious if this is a new change or was it always like this

That happened to me, too, when I first came to Steemit. I spent time making comments and then I could make more votes. I don't know if it was the time passing or the commenting that made a difference. But now I seem to be able to vote plenty.

I wish there was like a F.A.Q. link somewhere on the community because that was uber frustrating.

I've seen changes in just the couple weeks I've been watching from the outside and then posting here in Steem. I'm sure things will keep changing, too. This is still version 0! If I think of it as all as an evolving ecosystem, it's easier to adapt when things seem strange or if they change suddenly. People are working on all kinds of strategies to stop computer-bots from signing up and then making lots of money, and other ways of gaming the system. That has got to take a lot of trial and error. Here's to the future!

A new friend joined last night, and didin't have the issue. Hmm so could have been just issues with the server when we joined
