Urgent Public Notice: Davenport Needs Help!

Greetings Fellow Steemians,

I am posting this public notice as a matter of great urgency for the small coastal town of Davenport, California. Twelve miles north of Santa Cruz, California. This town with a population of approximately 400 residents is about to run out of water despite heavy rain fall last winter.

Since Feb. 2017 this town has been using water from Mill Creek that is about to run dry. For the past 100 years Cemex Cement Plant has been using large amounts of water from San Vicente Creek, the Cemex Cement Plant was crucial in providing cement to San Francisco after the quake of 1906 to rebuild from damages. In 2010 Cemex shut down costing many local jobs to vanish for locals in Davenport and surrounding areas, since then environmental studies have been done and it was found that the Cemex plant has been a heavy polluter during its long operation, it was said air pollution in Santa Cruz County readings dropped 60% after the plant shut down. The electrical costs to operate the plant were also very high, at approximately $800K per month.

Last winter some water pipes were damaged that supply Davenport with over 50,000 gallons of water a day for locals and visitors, since then they have used the alternative of Mill Creek nearby that is murkier water so the water treatment facilities have had to use much more filters to keep it potable thereby raising the costs to the town folk, to what some say, may be the highest water costs in California State. Cemex has claimed the damaged pipes are not on their property, although the agreement Cemex made with the people of Davenport since inception has always been they would supply the town with water in exchange for their heavy use. Cemex feels since the section of the damaged water pipes(3 miles from head) are not on their 3000 acres they are not responsible to fix or pay for the damages.

Recently in Santa Cruz County it was determined that the situation requires emergency action on July 6th 2017. Current repairs are being started by Santa Cruz County contractors but it is still undetermined who will pay the bill as estimates to repair the damage and supply Davenport with affordable clean water again is $220K plus. Meanwhile Mill Creek may dry up by the end of July 2017 damaging local ecology! Word is that they may have to truck in water at higher costs to the locals so they can have water from the tap!

I find this situation extremely unacceptable and outrageous, current prices for water are triple what they normally are in town. So I have decided to bootstrap massive action to solve this situation as clearly the politics involved in this situation will take much longer than the people of Davenport have time or patience for, really who should be without water? Water is love, without love there is no life, without life there is no point to existence, as existence does not exist without a witness!

My Immediate Solution: Memorandum of Agreement

To facilitate the repair and affordable delivery of water to Davenport, California locals and visitors, I pledge to raise $400K USD to pay for damages currently being fixed in emergency operations at cost to Santa Cruz County. I pledge to accomplish this free of charge to Cemex, to Santa Cruz County and to the people of Davenport. Further I pledge to build a information station at the end of Old Creek Road as a way to educate the public on the importance of preserving these natural resources for generations to come.

Prices fluctuate with all crypto currencies but the amounts do not so 1 GBYTE today is worth around $500 USD but 6 months ago 1 GBYTE was worth $100 USD and has been worth as high as $900+ USD at times, I will return to all senders the same amount they sent to me in GBYTE. GBYTE runs on DAG(directed acyclic graph) which means it is not on a blockchain, this in my view makes it better than any other crypto currency out there as it is not subject to the same problems POS, POW, POPP and POC are. Out of the potential $400K, $230K will pay for repairs to the damaged water pipe lines, saving Santa Cruz county $230K as it appears Cemex is not going to pay for it and Davenport is an unincorporated town. The remaining $170K I receive will be allocated at my discretion to build a Water Fund for the people of Davenport to solve any water problems they may have in the future using a resident online token network to decide on how to allocate water fund resources or other community related projects. I will keep any amount over $400K as I also want to build a information station for San Vicente Creek at the end of Old Coast Road so tourists can learn more about the history of the creek and can contribute to the water fund so that the endangered and protected COHO Salmon can continue to spawn annually up that creek from the ocean.

This concludes my Memorandum of Agreement with the people of Davenport, California and all contractors from Santa Cruz County repairing the damaged water pipelines to supply Davenport with water again from San Vicente Creek.

I am Luck Light, my legend is I am Second Chance, Lucky Chance from Last Chance. I grew up near Davenport and went to Pacific School elementary on Davenport from third to sixth grade. I currently live on Pacifica and have lived on the bay area most of my life. My step father, David Lundberg owned and operated the Davenport Custom Sash and Door Mill for over 40 years on Davenport employing many local wood workers over that time, I worked there for my first summer job when I was 13, my brother has also worked there for a couple years before it closed down in 2015, during that long successful operation they served many customers in the bay area the most famous of which was Joe Montana. I am the right man for this task because I am aware of the struggles people in this area have gone through for many decades and I completely support the natural beauty of this area that has hardly changed over the past century gaining it the slow coast name. There is much work that needs to be done on Davenport which has recently been granted national monument status, the Cemex plant needs to be demolished before anything can be built on the site. I will be participating in the community visioning process for the future of Davenport and hopefully whatever comes next will provide more jobs to locals first. Update: July 16th 2017, DNCA has reported that work for the water pipes has been completed July 7th. But the bill of $220K has not been paid. They expect to charge Cemex but I do not think they will pay for the repairs or they would have done so already. The good news is Davenport is now being supplied by San Vicente Creek again, but their water bills are still high and the county plans to increase their bills further to pay for the counties emergency repairs. Lets raise enough money to pay the bill, then I will work with the local water providers to lower the water bills to Davenport locals who have been severally taxed for their use, to the point of not watering local trees and backyards. Further I discovered from talking with locals that even though national monument status has been awarded locally residents are concerned that there needs to be more environmental studies done before any changes should be done in the local area, even though trail heads are already being blazed. Further more evidence needs to be collected on the long term environmental impact the Cemex plant has had on local ecology and locals over the past 100 years before they tear it all down and build a parking lot. I feel locals may qualify for restitution via environmental pollution which I have read has been established by the environmental groups who bought up the Cemex acreages. This is a case of big business squeezing out the little guys for more profits under the guise of progress and I for one will not have it!
