The Korean government is deciding whether to treat virtual money as mere speculation or as legal investment. If judged as gambling or speculation, the virtual currency market will experience a much lower rate than it is now. On the other hand, no one knows what will happen if they are judged as legitimate investment. Korea is said to have a 20 percent stake in the XRP virtual currency.
