Who Is To Blame?

Early this week,a yet-to-be identified man was electrocuted while he was trying to steal a Community transformer in Kaduna,Nigeria.
His remains was found dangling from the transformer in the early hours of the day.
With the epilepic power supply in the country,it was easy for the young man to strategise and planned his move,as it was easy to predict,when your Community will be given electricity supply,how long it will last and when it will be taken in my Country,all this in mind he has calculated that the Community will not be having Electricity that night till dawn.a466c885ddf18f612117bf965ac90f5c.png
Maybe he did not calculate the timing very well or he was just not lucky,as the power supply agency supply the Community Electricity earlier than expected,the man was arrested not by the law enforcement agency nor the Community Vigilante group,but he was caught,judged and sentence to death by Electrocution by the Transformer he was trying to steal.
This is not the first time this kind of news has been making headlines in this part of the globe,everytime we hear of Transformer been stolen.

My question is "should we blame the young man who was trying to steal a whole Community Transformer,and put the Community in total darkness or blame the Government,who have done nearly to-nothing to give the Nation constant Electricity power supple,making those Transformer look like a mere toy,that money can be made from?"
