You can collect/Gift/trade/ and sell without payment.
It cost $10 to play but you can win/earn that back in tournaments which are manual atm but will be auto soon
So I need to pay 10$ first in order to play it? Is it PC only or I can also download on Android?

What is @steemmonsters ?
There is no Android version yet but its on the roadmap of things to do. The game is still very new and we are playing an early edition of it. However you can play using a browser on an android. I have done so many times.
