I kinda want to agree with you, because I had the same idea in the past, and because visually it does look a bit like that, especially given that the genitals are swollen during those stages, which makes them look more male. But scientists currently don't view it like that. I'm assuming you're talking about something like the genital tubercle.

I mean, to me, from experience, the clitoris does kinda look and kinda function like a tiny penis to be honest! But, like I said, scientists don't express it that way, they don't consider females to have tiny penises that then atrophy.
