Why don't the other witnesses get together and fork it first and preserve the control?

I don't know much about the politics or who holds the balance of power but it seems like steemit inc has conceded before the battle even starts.

Is it possible for an alt. alliance to hardfork it and preserve the assets and keys before it's too late?
