According to Lykaios: The Fall Of The IKOA Embassy

Planet Dibbins is quite a planet from what I hear in Cosmosis, it is a weapon distribution planet full of exploitation and greed that many people flee to this planet from. I never been on Planet Dibbins, but I distinctly remember there used to be an IKOA Government Embassy headquarters in the city. It was later destroyed by the citizens of Comosis

IKOA was a huge weapon distributor a while back, IKOA weapons with Cosmosis technology can end most wars before it starts. According to the refugees the IKOANS are a new generation of Dibbins with intelligence in weapon enhancements. They make improvement on all KROKEN weapon that comes into their district and transfer it to Comosis for further enhancement.

I remember watching this on the holo-stream. I just woke up and my hologrammer streamed me what was happening down the block. The city marked IKOA as not valid, being marked as invalid makes you an exile on this planet. Once marked it is the right of the citizens on Planet Yaendarr to dispose of that entity however they see fit.

I went to the local local pub in Pinebrookes to find answers, The local local is a pub in Pinebrookes that a lot of historians visit. The historian come there to tell the tales of their planet and information. I like the local local for the family vibe. by the way if you ever come here you have to go to the Local Local, you won't regret it.

IKOA is a huge district sector of the planet where the Elites (according to the refugees) run the planets resource distribution center. IKOA controls how the resource of the planet are distributed, Often IKOA is well fed while the surrounding district must trade their own goods with IKOA for resources. Not only that; due to IKOA governments technically advanced military regen all citizens outside of IKOA are required to pay a service tax as well as a sales tax with every purchase.

All Districts are expected to pay a living tax on the planet as well, this prevent IKOA from "accidentally" using your village as testing grounds for their new weapons.

ROKA and KROKA are neighboring tribes on Planet Dibbins that specialize in war. ROKAN are famous for being indestructible with unreadable attribute. they are also known for unarmed combat due to their durability and strength.
weapons are not necessary for war. KROKAN are not bless with the attributes of the ROKAN, but they make up for it with being the best weaponsmiths on the Planet. KROKENS can make weapons out of anything surrounding them quickly.

So apparently 6 years ago a Rokan and a Kroken (Dibbins Refugees) couple were branded as fugitives on their home planet. It is known on Planet Dibbins that ROKANS are the lowest class of the planetary hierarchy and are often exploited for free labor. This became possible when IKOA made a weapon that can sap ROKANS strength and send it back to them tenfold. Though it will not kill them it will keep a ROKAN disabled. Once the KROKANS allied with the IKOANS, it became easy for the IKOAN to takeover the ROKANS.

While on Planet Dibbins it is illegal for a ROKAN to marry, the couple fled to Planet Yaendarr and eloped in Pinebrookes. After 2 years the couple were permanent residence of Yaendarr. Back on Planet Dibbins the ROKAN and KROKEN species were wiped out by a new weapon the IKOAN government decided to test out for control over the land both villages occupied. The IKOA government had also made a new lifeform called DOTAS that are mental slaves to the IKOANS. The IKOANS had launched a global genocide on both ROKAN AND KROKEN. Those who survived the attack were marked as fugitive on their planet for surviving the genocide. many fled to Planet Yaendarr as refugee from this.

When the couple learned this happened they took a trip back to their home planet to learn more. While on the planet they were attack by IKOAN government and were held hostage on the planet for 2 months before they escaped back to Planet Yaendarr. During the escape a rookie IKOAN government agent had followed the couple back to Cosmosis. While in Cosmosis the couple was brutally murdered in a hotel room and dumped in an alley a few blocks away.

The couple have been residence on this planet long enough to know nothing and no one stays dead on Yaendarr. When an acid rain storm comes through town it liquify anything dead in the area and brought through a drainage pipe system that lead out the city into the sea. On Planet Yaendarr all waters lead to the Elysium Forest as well as respawn of life.

The couple respawn back to the Elysium Forest and goes to Pinebrooke, where they called the Yaendarr Council. Yaendarr Council instructed the couple to stay in Pinebrookes while they launched a meeting with IKOA government representatives about the incident. During the meeting the IKOAN officials called for the ROKAN to be transported back to Planet Dibbins for the public execution due to the ROKAN being married. The Yaendarr Council explained IKOAN laws doesn't apply on their planet and because the ROKANS are now Yaendarrian Resident, the IKOAN government are not allow to transport any Yaendarr residence as prisoner on this Planet based on IKOAN laws.

This created an uproar in the court, while this is going on the rookie IKOAN agent was discovered by Pinebrooke. the local officials had caught the agent and he was held in the town jail for the duration of the trial. While in Pinebrooke custody the agent told officials the IKOAN government had sent coordinates back to IKOA and the regen were on their way. The waves of battleship were destroyed by the Comosis Space Defense Center. News shot back to Comosis and IKOA was marked not valid. It didn't take long for the City to flood the IKOA embassy and slaughter every IKOA official in the office. The entire building was reduced to rumble within minutes.
