These animals did not attack humans except when they were alone (each one was far from the other), the humans derived the idea of how to protect himself from this impending danger. Sets protect themselves from external damage
But the danger is now not only by predators but by his fellow humans
Therefore, there must be authority to prevent people from attacking each other, the deterrent force in preventing people from killing or hurting each other, as enmity and violence are common in their animal nature, and this power is in the hands of the king or the sultan.
And the latter can not protect all these people around him alone, which led to the use of persons working under his (soldiers)
This process forced residents to pay taxes to the Sultan to pay the soldiers' dues. This method led to the creation of the concept of staTe
