Enforcement officers fine 'O.A.P' with cancer visiting her mums grave £100 for allegedly having a dog not under control

I went to the cemetery to visit my mums grave when I noticed these 2 clowns hiding behind trees and steel up on this Pensioner as she was tending to her brothers grave accusing her of not having her dog under controll when I can vouch that the dog never left her side as I was watching everything and now I am being persuade by police as there saying my behaviour was threatening , lowest of the low scumbags

For not having her dog under control? I mean how about her own version of the story where she Said the scumbags were steeling up on her? I mean isn't that supposed to be considered too? Crazy stuff happening here really. Sometimes law enforcement always surprise me with their inability to really pass across true judgement
