The growth of Tor, and the privacy is provides has made it a very popular network for criminals, and generally seedy activity. However, it must be noted that it was a consequence of the freedom Tor provides, and not a goal of the project overall .
Higher authorities can monitor and track your internet connection even if they can’t find your real IP address. Once you access Tor for an illegal purpose, you will get monitored by law authorities if there is a need.

Some general safety precautions you can follow are:-

Disable scripts and plugins, including but not limited to Flash, which are able to operate independently of your browser setting, and could even send data pertaining to other users.

Do not Torrent - it shares your IP address and contradicts onion routing.
