In Zagreb water flows into the air ... or not?

Summer came back to Zagreb! 1:20 PM, outside is hot and there are not too many people on the street, so I enjoy the easy walk through the city. For the first time in my life, I must admit that our mayor was right. He believes that every quarter in Zagreb should have one or more fountains, because it's stupid that Rome has more fountains than Zagreb.
We don't need kindergartens, bicycle trails, city roads without holes. But fountains... When it's hot outside then we definitely need it. I like to watch how water goes upstairs and then falls down, all this has enabled by our good mayor.
Fountains as a source of earnings, gipsys like happy coins and they can easily earn some money in that way.
New tourist attraction!
