This site is VERY old. You know, It's from before last hardfork and introduction of 'free downvotes'. BidBots are present on Steem for a very long time. There was a lot of abuse going on, tons of people creating myriads of alt account, posting crap, and upvoting that with bots. Most of it automated, all to get guaranteed 10-20% or higher from bots. But aside from spammers/farmers, most of people got fed up with that and started downvoting. Some downvote those who buy votes for themselves. Some downvote anyone who was upvoted by a bid bot. Some try to promote others by buying upvotes for others' articles. Some try to troll by buying votes on some posts just to enrage the downvoters. And some create alt accounts and buy votes via those accounts for their own posts, to make it seem that someone-else bought a vote for me. You probably get the idea already.
