This is a great plan. The only better way that I could see is requiring a minimum amount of SP and daily upvotes to be a member with a 20 SP delegation monthly.

I agree with you, but there are many authors who make great posts, but are completely new for example @roninrelax, and those members coudn't delegate enough SP for upvotes, maybe we implement it in the future for members who have more than X steem power...
