He is going to reinstate the global gag rule that prohibits US aid to foreign NGOs that do abortion counseling. Under Trump, this also included PEPFAR aid.

Ironically the global gag rule increased abortions around the world since it cut off access to contraceptives. And it increased infant and maternal mortality and led to higher rates of HIV infections.
