I came from a school keen on "pulling" the labia. The reason it is done at an early age of 10-12 is because they believe when you start your menstruals or grow older, the skin is harder to pull.

Pulling for me was being observed at my primary school , did not hear much of it at secondary and A level. . maybe because we were older girls already and expected to know or do it by ourselves.
I don't advise parents to take their girls to such schools.
