Thanks not ignoring my short answer :) My long answer is,
Basic income should be given based on the community. Basic income in Korea needs to be linked to Korean GDP, Venezuela basic income to Venezuela GDP. Then, Steem's basic income should be linked to Steem's value for all people who are participating in Steem.

So you think that a loaf of bread has the same price in all countries? People can't buy bread on steem platform. They can only sell steem.

I rather say that each additional person can add value to Steem, even though some of them sell Steem. In the broader term, some can sell Steem while some others who believe in Steem buy Steem.
What we need now is growing Steem itself significantly and this goal requires literally "more people".
I think the basic income provides rewards no more than minimal efforts people put into Steem.
