It would help if more users realised they should support some witnesses. I have voted for those I see doing good stuff. There are a few top ones where I disagree with some things they do, so they don't get my vote. I can't make much difference anyway. Some of those guys have a lot of trending posts (as they can afford to), so they get the votes. I doubt the system will change much as it suits those with the power. Hardfork 20 is a long time coming, but I know they need to get it as right as they can.
