Kim Jong Un has hailed a new rocket test in North Korea saying 'the whole world will soon witness what eventful significance the great victory won today carries'.

How the hell can they build damn near sub orbital rockets and still manage to send 40% of their population into desperate, life-threatening hunger?
What should the world do?
