Spanking to discipline...Is it right to spank? Your child to start disciplining a child?

I have two kids, a four years old and a two years old. I'm just worried about my husband's attitude. Every time it;s his turn to take care of our sons, he implements this discipline thing. For example, he spanks our toddler every time he asks for something that we cannot give, like ice cream.
This question always ask by the mom out there and also me.
Is it right to spank? Your child to start disciplining a child?
This has long been an issue for parents, educator and child development specialists. There are those who will assert that it is right to spank even going as far as quoting a bible passage,
"To spare the rod is to spoil the child."
And then there are those mostly from the field of child development who will say that spanking will have a negative effect on the child in the long run.
But let me answer my own question with another question, is there a need to spank? If rules are consistently follow through with the implementation and the consequences then your children will know that there is such a thing as discipline or management at home. This simply means that they have to abide.
This brings me to my experience in my four years old kid. Discipline starts when the child is born. A bit shocking? Maybe, because we grew up thinking that discipline is equated with spanking or punishment. Discipline is a life-long process. That's why I mentioned earlier that you don't have to spank when there is no need to, especially if you have practiced implementing discipline techniques early on. We set up a routine for infants as young as three weeks old. Well, routine is already a part of discipline.
I suggest that you and your spouse sit down and have a heart to heart talk as to the discipline technique you want to establish with your children, so you can both be consistent in implementing them. This way, you don't send conflicting messages to your kids.

A smack in the hand is okay , a child should be put in fear from the start so they do not disobey you . Spanking will only make them worse !
I'm with @egregorian on this on this one. Kids don't learn to be decent, responsible citizens through spanking -- they learn to avoid abuse. Spanking stunts their verbal reasoning skills (this from recent research). On the parental side, once you've given yourself permission to discipline this way, you can too easily do it arbitrarily after a bad day at work or when your child invariably bruises your ego.
As for the "spare the rod" bit, the rod and staff were shepherd's implements. The staff was the offensive weapon to be used against wolves and other predators. The rod was not used to beat misbehaving sheep, but to give them guidance, keep them with the flock, etc.

Spanking is the worst way to discipline a child. HANDS DOWN! Tell you husband to do research. Children NEED to be talked to like adults and given options. Not being disciplined for reasons they do not understand. You can actually give your child spinal injury and tail bone injuries by doing this. Their bodies are not able to withstand the force. This is pretty known nowadays. I would also not let the Bible tell me what is best for my child. No child should be harmed in any way. Look at the world today, and how long have we beat our kids!!! STOP DOING THIS PEOPLE!
in this area, it is sick to think that even animals have more rights then our own children...a healthy child creates a healthy adult.
