The party member first proposed all Russian citizens have two cars by the end of the first year, which was met with wild applause. By the end of the second year every Russian would a have vacation home in the country, and by the third year, all Russians would have their own airplane ... all proposals were met with great enthusiasm. Then after the applause died down one Duma member asked why every citizen might need their own airplane ... To which the addressing party member responded; " Ah, yes Comrade I`m glad you asked ... suppose you live in Leningrad and suddenly hear they have toilet paper in Kiev"
