- Maidsafe is attempting this. However it's not blockchain, but incentivized distributed redundant data storage and bandwith, together with DHT.
- If you want to make it permissionless, blockchain will help with payments and acting as a central source of information like key's and addresses. Not for data storage itself. If you make it permissioned, just use existing infrastructure.
