They seem to have a backlog, so I'm betting they want to catch up. Lowering the amount charged/paid will allow them to cover more people. By cleaning up the backlog, they'll be more popular (people don't like to wait, right?) and then can level faster. Therefore, theoretically, they could reach the goal of $1 upvotes sooner than if they continued as things are.
Check the last set of posts. New guidelines were made on what is acceptable for it to boost. Maybe you did the protocol wrong or your contnent didn't match the criteria.
