Re-reading it I'm thinking its just one of the upper-middle-class suburb dwellers. Most of the comfortable class have a pretty shit opinion of anyone not in the same or better-financed state of affairs.
Same goes for Canada. No jobs for immigrants, govt housing full of roaches and heroin, but all anyone looking outside in sees is the 1% with their lambos.

might be why we have such an immigration issue.
