Greetings,

First things first, we are thankful to the community for the commitment and support we have received so far. We have finally reached the consensus stage, and we are now more dedicated than ever before to cleanse Steem from parasitism and encourage a far more mutualistic ecosystem.

Most of you are probably aware of the methodical and systematic abuses that are happening on the chain right now by former witnesses and several members of the community. We have seen members who were at the top of projects that monopolized the fight against abuse, abusing the chain for their own personal gain. This was mainly done by creating a security vacuüm within the chain and not sharing the tools that the community clearly played a major role in their funding and development. There are several facts that show a huge lack of integrity, one can only be amazed to see how people can easily allow themselves to do things regardless of their past convictions. However, we believe that is it useless at this point to discuss such things, and we prefer to focus on areas where we think we can make a difference.

We originally planned to do something completely different in the past few weeks, but the urgency of the situation prompted us to focus on tackling abuse by working on a new tool from scratch (currently armed). Considering the current events, the level of tolerance will be very low, especially with cases that involve people spending resources and using chain-related-knowledge and strategies to intentionally and methodologically commit abuses. There are things that need to be done fast and effectively without wasting time on trivialities. We believe that the community is already aware of the most important objective key points (even though more can be added) to avoid when posting on the chain, these points can be summarized as follows:

  • CP;
  • Farming;
  • Identity theft;
  • Phishing;
  • Plagiarism;
  • and Spam.

The spectrum of what should be considered as cybercrime can be very diverse and highly depends on many factors such as the country or the culture. Thus, we will focus more on the above points first, and all the other criteria that can be qualified as subjective will require the consensus of the community before taking them into consideration.

To remove subjectivity even further concerning the above key points, we are planning to post more information in the future to precisely deal with the terminology according to international law and treaties (which are generally signed by most countries).

Because of the relevance and the urgency of the situation, we are tagging other witnesses here to inform them about the initiative.

We are committed to making Steem more decentralized by working on fixing governance so that nothing like this can happen in the future. Things will settle again once the chain is stabilized, and a system to fight abuse against former (malicious) actors is properly implemented. As you can see, we cannot improve things while others are having fun in their destruction, we are working hard on a daily basis to rebuild The Steem ecosystem, something was really needed to mitigate the abuse as much as possible until we are out of the transitional phase.

It's sad to see, that people who we choosed to protect us - are not indeed destroying chain which they were supposed to protect. It's like voting on your goverment and then seeing all major politicians moving to neighbouring country, making new alliances and saying 'whoever stays - dies' :/

That's partly how I feel

Not only should they focus on those who are openly attacking the ecosystem, but the correlation between user accounts must be well studied. Maybe we have "trojan horses" within the community that could then give us some new unpleasant surprises.

This is very unfortunate and very true. People who were supposed to protect STEEM and it's users from decentralization were the ones failing our trust and now they are "milking" steem, ensuring that our investments here will be worthless. They want to hurt Justin and he surely may lose some money. However many others (small users) will lose so much more :/

However, we believe that is it useless at this point to discuss such things, and we prefer to focus on areas where we think we can make a difference.

I think we should work closer and convince STINC to allow to blacklist particular users from being able to receive curation rewards - also based on some consensus rules.

I think that would be the best solution. We cannot keep downvoting same people hoping that they will not get bored abusing the pool. We would end up getting bored and tired of it first.

The problem here is that consensus does not necessarily mean that the final decision is morally acceptable or even the right one. We have mentioned before the idea of Tyranny of the majority. We need to find the right balance to give people the ability to use their power to influence the chain, and also to protect smaller influencers on the chain. We should not favor one side too much at the expense of the other side.

If you are fighting abuse manually, then yes, it is a tedious work that we do not wish for anyone to do. Thankfully, we can build smart bots that will make our job easier.

This is a very good initiative and i commend your efforts on getting steemit on the right track. You used the word "CP", do you mean Copy-pasting or cross-posting. One looks like a crime while the other isn't. Which do you mean please

It was decided to only start with objective points to completely mitigate subjectivity.

We used CP as a reference to [Child Pornography]. Since the topic is a bit sensitive, we tried to write it in a less invasive way.
