Your translation has a lot of ASCII codes, which obviously should not be retained in Chinese. Machine Translation however can not distinguish this kind of codes and this is one proof that Machine Translation is often wrong and should be avoid in utopian projects.

The problem you notice is not caused by machine translation. Do you see the background color of &#8217 is yellow. That means &#8217 is not a normal word. It may be something related to programming like '<a href ="' in the following sentence. That is the reason why I didn't translate these words.

I am referring to character codes, not programming code. You cannot retain the character codes in Chinese, as Chinese language do not have ' etc (&#8217 is a ') , other than the regular quotation marks.
Your reasoning is correct that if &#8217 is part of a programming code, than you should retain it.
This is why translator is rewarded, because human can distinguish something that the Machine Translation can not.
